SOCIAL CONSTRUCTION OF A NEW COOPERATIVE IN A COMMUNE OF THE NORTHERN DELTA

Abstract

After the Law of Cooperative 2012 was in force, the new types of cooperative were born and the old type ones were dissoluted. The new cooperatives have their new own structure.  In fact, it is not easy to construct a new cooperative form. There were not enough peasants ready to contribute their finance to become a member of the new cooperatives in Hai Van commune. On the basic of new law, the activities of the new organization are not a true cooperative. However, the services and operation of this new type of cooperative in Hai Van reflect the social meaning. Readers will catch the semi-politic and semi-social characteristics of the new cooperatives that we pointed out in this article. The new types of cooperative are a social reality that is being constructed. This social fact is not simply a result of implementing policy, but also is a process of social construction when analyzing the visions of stakeholders and actors involved.
