POWER CONTROL IN THE IMPLEMENTATION OF POLICIES ON LAND ACQUISITION AND TRANSFER IN SOUTHEAST VIETNAM IN THE PROCESS OF MODERNIZATION AND INDUSTRIALIZATION

Abstract

The implementation of the policies on land acquisition and transfer in Southeast Vietnam during the process of modernization and industrialization has resulted in the conflicts of interest as well as land-related claims and accusations, which are getting more and more complicated. As concluded by the Government Inspectorate, one of the reasons is the very transgressions in land administration made by local authorities. Based on analyzing and assessing the current status of the land-related accusations and claims, which are likely to be more serious and long-lasting in Southeast Vietnam, the paper suggests several measures to control over the power in implementing the policies on land acquisition and transfer and, at the same time, to reduce the misuse of State power in the implementation of other land-related policies in the region.
